Improvements to FM1104 and FM2438

Initial response from Will Lockett with TxDOT regarding discussion on improvements to FM1104 and FM2438:
I have finally had some time to send this email recapping our conversation on 8/16/21.
Below are the concerns that we discussed:
I have also added some comments in RED which I have made after researching the concerns.
· Weight Limits on FM 1104 and FM 2438
TxDOT can only post weight restrictions on roadways that have bridge structures with a load posting or roadways with significant pavement structure issues. Both FM 1104 and FM 2438 do not have load posted bridge structures therefore we would not post a weight restriction for either road.
· Speed enforcement
Recommend reaching out to Guadalupe County Sheriff and DPS for increased enforcement
· Near Misses on FM 1104 and Speed - requesting a widening project on FM 1104
I have contacted the traffic section and asked them to look at the crash history of FM 1104, once that review is complete we could determine if what type of safety improvements would be suffice (if any) for this roadway.
· Talk to traffic about speed study on FM 1104 and FM 2438
I Verified both FM 1104 and FM 2438 have speed reductions to 45mph as you go into Kingsbury, and US 90 has a speed reduction to 50MPH
I spoke with the traffic section concerning a speed study on FM 1104 and FM 2438. As Mentioned above all TxDOT have a reduced speed limit as you approach Kingsbury. Reducing the speed limit further may not have a significant impact on the speed off the motorist without increased enforcement. Also, FM 1104 and FM 2438 have stop conditions at the intersection of US 90. The reduction of the speed limit to 45 mph is typical when the roadway approaches a stop condition. Also, many of the speed studies on low volume roads such as FM 1104 and FM 2438 actually support raising the speed limit.
Please let me know if I have any questions. I will follow up with you as soon as I get an update from the Traffic Section concerning the crash review on FM 1104.
