Due to reaching this folders' attachment capacity and to minimize confusion and clutter of creating another folder I've included below are the recent KPZC meeting minutes presented to City of Kingsbury Commission (9/18/23) and for your convenience. Our next meeting will be Oct. 10th, 2023, 6:30pm - 7:30pm at KFVD on FM 1104. The committee hopes you will consider attending and look forward to your participation.

A. Comprehensive Planning:
• Comprehensive Planning for Small Texas Cities from the Office of Rural Community Affairs training and education manual. The manual does four things; 1) it describes the elements of comprehensive planning; 2) it suggests an organizational structure for developing and implementing a planning program; 3) it describes the necessary procedures for drawing up a comprehensive plan; and 4) it summarizes the planning process step-by-step.
• Why Plan? All too often, residents of a community will express the need for planning only when they see changes that they perceive as detrimental occurring in their neighborhood.
1) Orderly development can help a community absorb population growth while preserving the quality of life. In addition, good planning saves city money by increasing the efficiency of decision making. Small cities and towns that have incorporated planning into their city management practices provides elected officials and administrators with a solid basis for policy decisions, while encouraging community residents to become involved in the processes of city government.
2)Once a planning program is put in place, a variety of policy decisions can be made in a careful and rational manner. One of the main decisions governed by planning concerns alternative to uses of land. Subdivision of land for residential development is likewise guided by the comprehensive plan. 3)The plan, in addition, guides the capital improvements portions of the city budget. Texas law authorizes cities to spend money for planning purposes but does not require it. (Texas Local Government Code “LGC”, Chapter 371) Further, the statutes give to a city authority to adopt a comprehensive plan and to define the content and design of a comprehensive plan, (Chapter 219, LGC), but any map of a comprehensive plan must contain a clearly visible statement that “A comprehensive plan shall not constitute zoning regulations or establish zoning district boundaries.”
B. DRAFT Kingsbury Comprehensive Plan Scope Framework • The Scope Framework outlines a process for developing a Comprehensive Plan. 1) Plan Kickoff 2)Vision and Plan Framework 3)The Comprehensive Plan • Work In Progress (WiP) 1) Project Team Organization Chart 2)Planning Process Chart • KPZC members will provide their input (edits, comments, suggestions and or concerns) before next monthly meeting, Oct. 10, 2023, to committee facilitator.
C. Planning Consultant • The committee discussed the need for a professional consultant/planner and best method to approach the Commissioner's for funding. • Discussed and identifying professional consultant/planners listing in no order of preference: 1) TX A&M Master of Urban Planning 2) Wilbur Smith Associates Consulting Engineers and Planners 3) Freese and Nichols, Inc. 4) TXP, Inc. 5) AWR Designs, LLC.

KPZC Report/Minutes Oct. 10, 2023
A. City of Staples: Meet ‘n’ Greet & Best Practices + Tips. • Called in Sick and will require schedule for future date. To Be Determined (TBD). B. DRAFT Comp Planning Scope Framework, Sept. 2023 • Additional input received from committee members, as requested. • City of Kingsbury Commissioners have not provided feedback to committee, as requested.
C. Jurisdiction, City of Kingsbury • Concerns discussed regarding the city’s lack of jurisdiction for effective planning and zoning. (Ref. City of Kingsbury Map) • Concerns outlined to City of Kingsbury Mayor of hazards of implementing ordinances without proper comprehensive planning or citizen input. The committee further requested the City of Kingsbury’s mission, vision and strategic planning for growth and development.

KDC Mission:
The Kingsbury Development Committee (KDC) seeks to promote and improve quality of life, enhancing a sense of community, and preserving the integrity of our small-town identity and heritage.
